Objectives and Functions
OBJECTIVES (article 3 of the Statute):
a) Generate a permanent tool whose main objective is to tend to the enforceability and justiciability of economic, social, cultural and environmental rights (ESCER), in pursuit of the effectiveness of such rights in favor of the most vulnerable people.
b) The dissemination of the activities that each member of the Committee performs in their respective State in relation to economic, social, cultural and environmental rights.
c) Coordinate international, regional, and national activities related to economic, social, cultural and environmental rights.
d) The denunciation and dissemination of situations that violate Human Rights, especially the economic, social, cultural and environmental rights of persons, individually or collectively.
e) Promote the implementation of policies, measures and actions that guarantee effective access to justice for people in vulnerable conditions, without discrimination of any kind.
f) The reciprocal defense of judges who act committed by Human Rights, especially economic, social, cultural and environmental rights, and who may be threatened or persecuted.
g) The dissemination of novel legal practices, theoretical empowerment and the expansion of ideas in the academy of law.
FUNCTIONS (article 4 of the Statute):
a) Perform positive actions aimed at promoting and protecting the exercise, full and permanent enjoyment of economic, social, cultural and environmental rights.
b) Facilitate the creation of national subsidiaries of the Committee, through a system of affiliations.
c) Establish institutional relations with the National States, through their executive, legislative and judicial branches, whether national, provincial or state, and municipal or local.
d) Formulate statements, declarations, publications, interventions and / or presentations regarding issues related to economic, social, cultural and environmental rights especially in relation to the denunciations of situations of violations of such rights in the different National States, and to the defense of judges that could be threatened or persecuted in fulfillment of their functions in pursuit of the access to the justice service and the effectiveness of the economic, social, cultural, and environmental rights.
e) Promote the adaptation of legislation in the different States for the enforceability and justiciability of economic, social, cultural and environmental rights and recommend the practices, authors doctrine and jurisprudence that lead to the same objective.
f) Contribute to the National States scientific, conceptual and procedural instruments that contribute to improving the legal and social status of the most vulnerable people.
g) Organize scientific-technical activities aimed at the dissemination, study, analysis and deepening of the processes of change and adaptation of devices, institutions and policies for the effectiveness of economic, social, cultural and environmental rights.
h) To enter into agreements with university academic units, or other entities, with a view to mutual exchange and collaboration in the subject related to the promotion and justiciability of economic, social, cultural and environmental rights.
i) Serve as a common link to agents, public bodies, and civil society organizations, to facilitate, directly or indirectly, their professional training in relation to access to the justice service.
j) To tend to the active participation of social organizations and non-governmental organizations in the consolidation of economic, social, cultural, environmental rights and access to the justice service.
k) Organize and offer technical scientific training courses to the members of the COMMITTEE and, as far as possible, through the intervention of academic units.
l) Offer scientific and technical assistance to associates in matters related to the objectives of this COMMITTEE, as well as to those public and private institutions that request such assistance;
m) Create, develop and sustain an adequate means of permanent communication for dissemination of the activities of the BOARD of Directors for the service of judges and other affiliates of the COMMITTEE, through which it is made available general and technical information, and also serve as a channel of expression of the ideas of the affiliates.
n) Design within the COMMITTEE a management organization based on objectives and actions, which encourages and facilitates the participation of all members in institutional growth.
